The crusade against sagging continues as the Chicago suburb of Lynwood has become the latest community to slap a fine on young folks who think it’s hip to show their underwear in public. Eugene Williams, mayor of Lynwood, led the campaign to impose $25 fines against anyone who reveals three inches or more of their drawers. But Lynwood’s new law isn’t the first of its kind. Just a week or so ago, Flint, Mich., showing its utter disdain for the fashion trend, says it will throw offenders in jail. Leading that city’s crusade is the new chief of police, David Dicks, who calls sagging “immoral self-expression,” reports Mary Chapman and Jessica Bennett of Newsweek magazine Their article suggests that Dicks, like officials in other cities with anti-sagging laws, are at least partially angered over the roots of the hip-hop clothing trend – prison, where inmates’ pants often hang off their butts because they don’t get belts. Yes there is a Racial component to this law, however, what should be the of most concern to us all is this: when the young people begin to apply decency to their behavior? At some point we must demand that young people conduct themselves as quality human beings. Decency dictates that all of us, no matter where we grow up, to at least show a minimal degree of decorum to how one conducts oneself. When purchasing a pair of pants, the salesperson will usually ask you what size waist pants do you want? They ask this because pants are designed to be worn to the waist not below to the hips showing one’s ass. This is the conduct of homosexuals, bieng pimped in jail. As a former correctional officer, at a Maximum security Prison, I know first hand how this discription plays itself out in Prison everyday. Unless young ment want to be considered as Homosexuals they should reconsider such conduct. Let us apply decency to our behaviour. Let us be real men.
I think that they should let the boys wear their pants below their waist. Even though you fine them $25 plus jail time, they are going to do the same thing. Every state copying another state, and stealing their ideas. If they really want to stop the pants sagging, why they cant talk to them their selves and see where they are coming from? I not saying that I’m against it but the point is let them be them, if they dont listen to them, oh well let them do what they wanna do. Its the style, so it aint going anywhere right now!!!!!!
I don’t agree with a law been created for such an ugly trend. My thought is that entertainer suc as Hip-Hop artist should step back and take a look at this issue because our kids look up to them. My son is 17 yrs and I am forever telling him to pull his pants up. It is truly ridiculous!
I do not think that there should be a law for wearing saggy pants, but what I do think is that If the state,city,country,and tha community would not have allow for the prayers to be taken out of the school system and not allow for disciplinary to be taken out of the homes,then I truely believe we would have had a better nation to live in as well as country and a nation for which it stands, but what did we do,we went and played GOD with the land and the people that resides in the land,why? because we are unknowingly playing GOD with the lives of the people.(period)
I actually live in Flint, MI and was at the meeting when Chief Dicks announced he would be targeting saggy pants. He called it indecent exposure. While he was saying that a woman with her midriff showing passed out the minutes. I feel that he is targeting young black males and the law is extremely UNJUST!!! What do you expect from a town where there is the chief of police and a super chief whom is the chiefs father. I don’t even know what a super chief is… does he wear a cape to the scene of crimes?? The city is also targeting youth that play basketball in the street because “they act like they don’t want to move” It is my personal opinion that they youth especially the black youth is no longer welcome in Flint, MI……

I don’t think people should be fined or put in jail for wearing baggy pants. However, one way to get people to stop this fad is redicule. It needs to be stated more more publicly how stupid these people look. Also, they need to know that getting a job will be difficult. Employers are not going to tell you, but they don’t want to hire people who dress tacky.
Larry: Why should we allow ‘religion’ in public schools (separation of church and state)? There are many that do not follow any religion, myself included. Why force me to say prayers when i do not believe in Christianity? My personal view is that religion was created by man because they didn’t know better at the time (i.e science, astronomy, evolution, etc). The said men then forced others to believe (Dark Ages). The only true, tangible God is our SUN. It created life on Earth, and it will destroy life on Earth when it ‘dies.’
I do not agree with that law. They should be trying to pass other laws not saggy pants??????? So what if you dont like it, its alot of ??#% in this world that i have a problem with that people are doing im not going to try to pass a law against them because they have free will to do so. Its not like nobody is in danger. I see if that law was just for school dress code because then it would make sense. what about females showing off their assets, alot of people disagree and think they should cover up but thats their choice and they should wear what they please. If u don’t like it, don’t look. If we allow laws like this to pass what law will b next? A law against u, a law against me. A Law on how long ur hair can be, how many miles we can drive per day. It’s a slippery slope peoples, one that we shouldn’t allow ourselves to get on.

This thing of wearing sagging pants is a fashion that teens have adopted. I don’t think passing a law is necessary. What about the 70’s with the four inch platform shoes? We have to let these teens be teens. If we want to stop this, the parents need to be the ones to do it. I raised two boys into young men and I talked to them about this style and they respected what I said and did not wear there pants like that. I had girlfriends with teenage daughters and most of the girls thought it looked ridulous. If the girls tell them it looks crazy they will change. but the problem is you have girls who condone this and the boys will continue. this is a social issue and laws will not change it. What needs to be focused on is other issues that have areal effect on our lives.

If they are going to go after people who wear sagging pants that show the tops of boxer shorts claiming that they are offensive, will they also go after those people who wear low rider jeans that show off womens bellies, navels, and in most cases the tops of their butt cheeks, or a possible thong? Okay so I totally understand the problem with sagging pants. It’s very unattractive. BUT why are we worried about things as small as this when there are much bigger issues in the U.S. that need to be focused on. People always want to cause an uproar over minor things that don’t deserve as much attention as it’s give. And commenter FE, that’s the problem in the black community. Whether you are African or not you are still seen as black. And that divide within our community is doing nothing but making it worse!!! People need to grow up and open their eyes.

I agree that the whole sagging this has gotten so old. I wish the “fad” would just go away, but it’s not. Still I think it is over the top to introduce laws to ban the way someone wears their pants. If their bare butts are hanging out of their pants then there are already indency laws which would cover that; we don’t need MORE laws dictating how high up your pants should be over your undies.

I think a law should be pass fining people who do this. Time and time again we see this all over. I shouldn’t have to be subjected on knowing what type of draws you have on. MY OPINION, MY son wears baggy jeans but in descent respectable way. His draws never show and he do not wear them to his knees. What make it so bad is when their underwear, boxers, draws are showing. This style started in prison when one inmate is inviting the other inmate to a booty call. DOWNLOW, to be exact. They brought it out of prison and it is NOT good. OVERTA-If it is something that is good for OUR kids, its our responsibility to teach, not legislation. This imposes on self expression and will create another classification for racial profiling. I think that we need to see beyond whether baggy pants should be worn. Its a matter of imposing laws that will have substantial affects on young black males. Frankly, I don’t like the “goth” look that many young whites wear, its demonic and offensive, however, there is no legislation to oppose this. We need to be smarter about the laws we support. Honestly, the clothes are the LEAST of our worries, money and energy SHOULD be spent elsewhere. Its time to stop condemning our youth and start instructing and educating them on HOW TO.
The concept that “baggy” pants are the issue is a misconception. Youngsters that wear their pants in such fashion, (if I would dare use the term fashion in the same sentence), could care less about pants being baggy. They simply need them to be large enough to sag and bunch low in the crotch or between their knees and lower. Most pants sizes worn by these misguided youths are so large, that “tying” them around the buttocks, and thighs, is the only way to keep the pants on at all. For some reason, it has become “vogue” to show your behind in public. My wonderment is, for whom is these butts displayed? Do they show their behinds, fancy underwear, (often dirty and streaked), for females or males? Who is the defiance targeted against, the government, establishment in general? I think the concept of decency should prevail and that society has right to determine if lewd and lascivious behavior offend the public morality; moreover, societal laws should retain the right to curtail and/or legislate public behavior. However, I disagree that these under the butt displays are homosexual in nature. I do not believe that the display of butts in drawers has a homosexual leaning. Such behavior is more akin to thuggish gangsterism and misplaced values propagated by hip hop and sub-culture anti-socialism, and perhaps society needs to looks to eradicating these behaviors and with it will go the pants tied around the mid-thighs displaying behinds in public. It is horrible and looks terrible. Prisoners without belts, does not itself promote homosexuality. There are many other snares and circumstances which promote homosexuality in prisons, just as there are those manifestations in any same sexed environments, despite the down low, or should I dare say, the public’s pretense and denial of the existence of rampant homosexuality in all exclusive male environments, such as: the boy scouts, all boys schools, colleges and universities, the military, sports and athletics, (especially professional sports), and of course, prisons. While not all males participate in such behaviors, many do at least for the time spent in such environments. It has always existed as such and will continue to exist as such and NONE of this has anything to do with wearing pants with the waists tied around the thighs.
Okay people this fad, trend, or fashion statement need to be buried and done away with. Showing your underwear is an indecency and I don’t won’t my grandmother, mother, daughters nor sons for that matter to see such disgusting behavior of these young people. I can’t even say that they are young men and women, because a true young man or woman will not behave in such behavior. Pull up your pants and put a belt on. While I was growing up I never thought about wearing my clothing down to my knees like a lot of other young men that I mostly see .I think they look at this like its cool and everything but it a trend or phase that you go through while growing-up. Of couse they’ll blame it on rappers but it didnt just start there it started at least 15 years ago as a fashion trend but to me its some peoples style but it looks disgrading to these older heads .The belt loops on your clothing aren’t on their for nothing PULL UP YOUR KIDS CLOTHS because just like the seat belt law this another easy money maker for the system……

I must say I do believe that there are way more important issues that we could focus on but I can also see how they can come about creating a law like this, but I hate to hear that ppl will be fined and jail, but I can relate, because sagging of pants and revealing your under garments can be seen as an act of nudity, and some people can feel harrassed or uncomfortable with people openly reveling nudity, b/c often times it’s not just adults that someones underwear is visible to but also their children are forced to see underwear, I’ve seen people walk down the street with no shirt on and pants sagging below their butts revealing way more than 3″ of their underwear, but I don’t know if our law enforement needs to turn into the fashion police but I definitely do think it is an issue that needs to be addressed, I use to sagg my pants, until my aunt told me the meaning behind it, it came from Jail, and that how the “Punks” in jail walked around for easy access, and b/c they aren’t given belts in jail.

This law will definitely add to more legal problem for our youth. I agree with a fine that can be paid but being sent to prison is way to far, that just adds to the long list of reasons they (the man) has to lock us up and ruin our lives.
We need to understand that there’s a difference between wearing baggy jeans that are comfortable and wearing pants down to our knees for no apparent reason.

Its so ignorant how many of us feel we have to beat our children and stuff the bible down their throats to turn out quality adults. Interview most people in jail and they definately were beaten in childhood and exposed to the bible. Some met their criminal friends in church. Perhaps we should model moral behaviora at home, model a thurst for knowledge a education, and give children a graduated sense of responsibility from a early age on up. We need to go back to our roots and realize that children need a sense of responsibility for something beyond themselves so that they wont be these immature, hedonistic teens and young adults. Model the behavior first.

I guess this is a sticky situation. It seem a little harsh to go to jail for wearing pants below your waist; nevertheless I hate seeing their underwear. what is the purpose? What statement are they trying to give? Why do they want to show their underwear or walk around holding on to their pants to keep them from falling off? It does not make sense to me but I guess it does to them. I do think it is distasteful and very disgrading.
On the same note, I dislike seeing women showing most of their breasts or those short skirts where the woman has to hold her hand in front of her legs when she sit because the skirt will not hide her underwear. Fine these women if they are going to fine these men. Neither one should have the right to show their underwear in public.

I feel that wearing saggy pants is not hurting anyone, although I may be greatly disparaged by some, saggy pants are not in the forefront of problems in America today. Get gas lower and more young black men like me in college and then we can talk.
Lynn: the mindset that I am ‘with the devil’ or that i’m a part of a cult just because i don’t believe in religion/God, is the same mindset the empires of the Dark Ages had when they forced others to believe in their God/religion. I definitely don’t agree with the pants sagging trend, but a law about it is ridiculous. This particular situation may be a small thing, but what’s next? Are we gonna have a dress code for America, with violations punishable by jail time? Cause I’m sure regulating the way everyone dresses will fix our problems with crime, health care, racism, and the many other problems our city, state, and federal governments should be worried about.

Sagging originated in jails. Some male inmates sagged to show that they were taken by another male. I can understand why some people don’t agree with the negivite image that comes with this cultural trend. At the same time, I’m a young person I believe that you should be free to express yourself through clothing. We have a law against nudity. I think it’s going a little too far with sagging. This is America the free country. It seems like the government has more power then the people. Someone needs to speak up. Fight for you rights!

I have to say that I do not enjoy seeing these young boys and grown men’s underware and doo doo stains hanging out, but I don’t think you should be jailed or fined for it. It is a fashion statement that was started in the 90’s and never went away (I wish it would). What we need to do is teach our kids that this is not cool, it is not a fashion statement and that no one wants to see your nasty drawls. We need to let them know that they can by bigger jeans for comfort and wear a belt all in the same turn. Most boys and men buy the jeans big because they are comfortable and they don’t hug in areas they don’t want. But they forget that a belt needs and must be worn with them. Yuck! I hate sagging. In my 26 years of living, I can honestly say that sagging has NEVER made me swoon over any man. I mean it’s disgusting to go to the mall and see some silly young person with their drawers showing. That is NOT cute. Fines, jail time, whatever needs to be done to get these people to stop is cool with me. Now a young person will spend $60-75 on a pair of jeans and won’t pay $10 for a belt. Come on. That’s crazy. Try TJMaxx, Marshall’s, Ross, anything. They come cheap at those stores, so there is NO excuse for your pants, which are already 3 sizes to big, not to be held up with some cowhide. First of all, the people talking about the sagging pants coming from Prags in prison is true. Secondly, we need to worry about educating our youth more than their ability to sag or not sag.
As a community, we have so many issues at hand that it is ridiculous. Are crime rate is still way too high, which leads to our prison rates being out of control. How many single Black mothers are taking care of 1, 2, 3, 4 or more babies, and how many of them are fathered by multiple males (men is used for a man, not somebody that got a woman pregnant).
Our forefathers fought and died (Mostly horrible deaths) to gain so many of the freedoms that we take for granted today. We allow the TV to raise our children and teach them what is cool, and how to think. Let’s take responsibility for our youth, and start being a community again.

I will respond to you again when the statement was not made towards you. I respect your faith, as i do with anyone else’s faith. I am just writing what i believe in. i went to church for many years, and i even attended catholic school. Upon studying science, the universe, and the many contradictions between Church and science, i made my own designation on religion. I just don’t like the fact that so many on here and many other places, try to demean anyone that isn’t a follower (’i'll pray for your soul…you’re going to hell’). That’s the same type of mentality that pushed me from the Church and also the same thought patterns of all of those who killed in order to push their religion on non-believers.

I understand what the states are trying to do, but will it really make an impact on young people? Will it really teach young people to stop wearing their pants below their waist (showing their underwear)? It’s a clothing trend. It’s a style. No. And for everyone who is so eager to agree with this new law, when does it end? If they can slap out laws like this, what do you think they will think of next. You may think that it’s ridiculous to think that they would think of anything else but it can happen. Would you like it if your state told you how you should dress? People always think that when things like this happen it will somehow change how the young adults of this world, but in order to change the young adults you have to change the way they think. I personnally don’t like the look, but I don’t think they should be fined $25. The fad of showing their underwear has been around longer then I thought it would be, I remember when I was their age the teenagers, girls and boys wore greased down stiff Levi’s way below their waist and white shirts. Of course their underwear didn’t show, but the Levi’s were down around their hips. It was just a fad.
Its not just one group of boys that wear their pants down, its most teenagers, black, white, mexican, chinese, trying to make a statement, or so it seems. Leave them alone.

I have noticed this saggy pants trend slowly making it’s way into the elementary school level of young boys particulary african american boys. I am however saddened and dissappointed with our brothers, who are instant roll models reguardless of their choosing. Even white men are roll models in their communities in the same way. Black men just continue to think that they are Islands. Nothing they do effects anyone but those who choose to be effected due to their own participation. But, everything anyone does wheather white or black effects everyone around. Slavery didnt just effect blacks, it effected whites as well. It was all negetive and the white man still until this day is paying for his crimes. Look at the children in schools now, they come to school looking like they dont know how to dress for school. Why should I look at someones’ rear end and boxer underwear ? This law should be implemented ASAP. I would not hire people that wear their trousers in that manner to work in my business establishment. If they want to dress in that attire at home…so be it.

What i think is, i really see no problem. It’s a style for young people such as myself. I don’t think everything in the world will be how people would want it to be because, everyone’s not perfect, your not going to like everything you see. Why come every boss i ever had is Caucasian. What is even more disgusting is seeing 40 year old MEN like Jay-Z and other “old school” rappers and every day men on the street walking around looking like idiots! They not only wear sagging pants in jail because they can’t get belts, it also has a sexual connotation to it too. Why on earth would our young people want to emmulate or glorify such a disgusting trend? Who wants to see somebody’s drawers - boxers or briefs?? Have some dignity about yourselves, especially as young black men! You have so many things going against you as it is: Your skin color, you’re a male, you’re a target by police no matter where you go in this country, you are more than likely not going to live to see the age of 25 or 30, it’s hard for you to get jobs, especially if you have a criminal history, many come from single parent families, and many are the products of babies having babies. Why add to the struggle making yourself look foolish? I went to a McDonald’s one day and just about all the young men who worked there had sagging pants. There is no way on God’s green earth I would allow an employee of mine dress that way on the job, let alone HIRE them! It’s slouchy, it’s uncouth, it’s disgusting, it’s trampy! Where is the self respect? Where is the pride? You can’t go in the corporate world dressed that way. You can’t be taken seriously in the real world looking for a legit career dressed that way. It’s a shame it’s taking a LAW to make us wake up! This should have started in the HOME!!!!

I think it is just another reason to put young people away in jail, people should have a right to wear or buy their cloths any way they like. I dont even sag my pant but i think its a violation of human rights, they should be trying to keep young people out of jail rather than putting them in. I am sure that my comments will be unwelcomed after reviewing most of the posted comments; and I understand that sagging is some how what is “in and/or cool” at this time and it applies to mostly black males. However, I find it offensive to see young black males who wear their pants soooo low that I can see their whole butt!!! Tadjata: i respect everything you said. Personally, that doesn’t clear anything up for me. There are too many contradictions between factual science (i.e. dinosaurs/evolution) and Christianity/God for me to believe. I am not hoping there is no God…i just would not believe in something that is not factual, or proven beyond blind faith.
This law unfairly targets African American Males. However I hope those who signed this law into action is willing to uphold it when those defying it are young white males, who seem to gravitate towards the hip hop culture. Because of the way I was introduced to religion, I considered myself athiest, then agnostic, then I discovered there was something that has been guiding me. I’ve been exposed to different religions and religious people and I respect a lot it/them. However, for me, religion is not the only path–neither is science… Neither can answer all of life’s questions.
This problem does not need a law or fines. I am an over weight mother of two teenage boys. All I have to do is wear my old lady underwear and threaten them that if they wear their pants like, I will too. Funny how fast they pull up their pants. does anyone know where this originated, how saggy pants became the new trend in clothing amongst the young folks in the african-american community( and trsut me there are just and many young white guys doing the same)…Prisons !!!!!!!!! wearing saggy, below the waist pants in prison identified those inmates who were “available” to other inmates who needed “male companionship” to put it lightly. The was a study done in this some time ago; and part of it was aired last year on either CNN or TRUTV - as a part of the sexuality in prisons. I work for the department of correction in my home state and this is an ongoing issue on how to address it.

You know, I am white & not into hip-hop. However, it is so clear that this is racially motivated. It is also just another example of how the “system” attempts to control the African-American community by inflicting fear. Back in 1992 when I was “younger”, this same story made the rounds with people who just wore boxer shorts (thanks to TLC) & the “system” tried this then. I am 55 yrs old and know where and what this type of show really means. The younger generation pic up trends and dont know the real meaning of where it exactly started or what it really means! The sagging pants part in the prison system is not just about no belt. I was in for over 20 yrs and I know no belt stuff dont fly . The real reason a guy wore his pants and was showing his underware was because he was offering his booty to others. Mabe if more peeps knew this they would tend to pick up their pants and hide there underware. I know i had plenty of time to see what happened to those with their buts showing. I tend to keep mine in my pants and up on the belt line.
as messed up as this trend is, the people following it shouldn’t be fined or put in jail. If the person following this trend chooses to wear his/her pants like this knowing full and well how its hindering them thats on them. Soon enough a new trend will come along and saggin pants will go out of style like mesh t-shirts. If anything the police should be happy that men/women wear their jeans this way because if they are commiting a criminal act it makes it harder for them to run and easier to catch.
