HEALTH: Dallas Reconsiders Condom Ban
January 13th, 2009In Dallas, which has the highest HIV rate in Texas, commissioners are considering whether to overturn a law that makes it illegal for county health officials to distribute free condoms. Fourteen years ago, health workers routinely went into high-risk neighborhoods to hand out condoms and sterilized needles. But in 1995, a thin majority of commissioners ruled that the program actually promoted illegal and immoral behavior. Over the past decade and a half, however, the HIV/AIDS rate has skyrocketed, particularly among poor and African-American communities in the county. County Judge Jim Foster, who supports reversing the condom policy, says he has enough votes to overturn the ban. “We should have never had it to start with,” he said. Kenneth Mayfield, one of the commissioners who voted for the ban, would now like to see limited distribution of condoms. Under his plan, condoms would be given out only after the recipients received counseling about their risky behaviors and were told that condoms are not 100 percent effective. In addition, under Mayfield’s proposal, county health workers could give free condoms only to high-risk individuals with HIV/AIDS or a sexually transmitted disease, those who have had sex with someone infected with the virus or an STD, and those who have had sex with prostitutes. Mayfield’s order would ban condom distribution in schools or “any venues where children are present.”

This should never had been an issue and its sad that it took them 13 years to relize it just goes to show how much they care about the black communities, they probably were hoping we would infect our selves and now relized that it not only effects the black communities but also the white communities
My Sister lives in Dallas and I in Houston and we both thought Houston had the highest H.I.V. rate in Texas. I’m happy to say that here in Houston we have great Government officials who are proactively helping educated and protect our community. I have 3 ex-boyfriends and lots of friends who have died from this epidemic and I don’t want to lose any of my Adult children to this disease.
Well that is utterly ridiculous i’m just not understanding what’s going on here, when your poor and living below the poverty level you don’t even exist to the government. I just hope things do get better for AA’s we’ve been through the ringer and back would someone please take a stand and help us. We are truly in a bind i hope and pray that we can atleast get some justice in this cruel world.
I agree with you “Voice”. In addition, the fact that Mr. Mayfield suggest that distribution be limited to known high risk individuals still restricts the effectiveness of addressing by distributing the condoms. In other words, I believe that the condoms should be distributed to Jr. and Sr. high schools, as well, because it has been proven with statistics that these age groups are very sexually active. This disease does not discriminate and spreads like wild fires with dier results. If the cases has skyrocked, what’s the age group? I would bet that those considered to be high risk at this time, were in high school or Jr. high school 13 years ago when distribution was banned. Therefore, it’s my aguement that the teens… should be included as high risk. “PERIOD”
We as black people need to start taking the blame for our own actions. Why do we always want to blame the government for something we are doing?
Lady J. We as black people do pay taxes, and as such the government has has a responsibilty to the people… Yes even us black people!
My Opinion: Lady J is not talking about the governments responsibility, she’s talking about our responsibility. We are doing it to ourselves, not the government.
We know that smoking increases ones chance of developing smoking related cancer, but we keep smoking. We know that excessive drinking can lead to alcoholism, but we keep drinking. We know that unprotected sex and sex with multiple partners can lead to HIV/AIDS and other STDs, but we keep doing it. It’s our fault, not the governments. We are our own worst enemy.

Yea we can be our own worst enemy sometimes but what we have endured all of our life has brought us down too this AA’s are scared too speak up now because of someone saying we complain too much other races complain and they get results but we don’t we always catches the short end of the stick. Some AA’s don’t care because of the life they lived never was able too get ahead, and when they did somehow it got snatched back AA’s work pay taxes all i know is that we deserve our 40acres and a mule.
Please make the condoms available so people will know they are there and stop this crazy ideas about not teaching Sex Education in Schools. You most not forget that a lot of young people need someone to talk to and we all know that no church is going to talk to a gay person. I moved to the BIBLE BELT A few years ago and I must say after living in six major cities and two countries abroad the BIBLE BELT is by far the worst to live when it comes to moral.
when you know someone who has aids or hiv its diffrent go to the hospital and sat down and talk to a person with it and then you will understand until then don’t talk about something that you don’t know anything about
Condoms yes….needles no! Dudes out here are nasty and try do y raw. That’s disgusting and they’ll try to trick you and take it off while you’re doing it. I’ve had that happen to me. I had to go on strike for a while…the key is not to have sex unless you can truly trust the person and know that they would not risk oyour life by doing stupid stuff like taking the condom off without your knowledge or running around with other people behind your back.
