Black Americans will have an even tougher row to hoe as the nation seeks to climb out of the worst economic crisis in recent history, President Obama said Monday. “You know that tough times for America often mean tougher times for African Americans. This recession has been no exception,” Obama told the 10th annual “State of the Black Union” in Los Angeles.
