Rwanda: 33 Senior French Officials Named In Genocide Report

The government yesterday released the long-awaited report on the alleged role played by France in the 1994 Genocide of Tutsis in Rwanda . Among the accusations against the French was that they not only gave material and diplomatic support to the genocidal forces, and that they also took part in the killings and mass rape of Tutsi refugees. “It also shows the role played by France to protect the genocidal forces and to make it very difficult to apprehend them and bring them to justice,” pointed out the Minister of Justice, Tharcisse Karugarama. The scathing, three-volume so-called ‘Mucyo Commission’ report, unveiled by Karugarama Tuesday in front of hundreds of spectators, names former French President Francois Mitterand, his son Jean Christophe Mitterand and several members of his cabinet, as well as senior military officials as among those who should be held responsible for the slaughter of more than a million people in 1994. The 500-page report which took over a year-and-a-half to compile, singles out 20 French military and 13 political figures it says have a solid criminal case to answer, according to The New Times of Kigali.

Lynn, I deeply understand your anger. but the topic is more complicated than you think.
It´s a report of the politcal elite of Ruanda , who are TUTSI´s , like in the centuries before.
When the first colonist came to Ruanda (Germans from the east , Belgians from the west and British from the North) Ruanda (as a kingdome/actually state too) was already centuries old.
At Berlin in 1885 the colonial (european) powers divided africa into their areas of influence.
Ruanda (and Burundi – another Tutsi kingdom) became a part of the german eastern african colonie (biggest part of it was Tansania).
In this time the Belgians alone killed 10 million negroes in Kongo / Zaire. And the germans supported the Tutsi´s to oppress the Hutu (with the help of a very racistic ideology and of course weapons).
After WW1 Ruanda became belgique .

Why ?
The Hutu were already catholic with the help of the german catholic Church and when the Germans loped offed Ruanda french became the official language there.
That´s why France could easily step into this area (a beautiful landside).
In the 60´ies – when nearly every african colonie became independent- a civil war broke out between Tutsi´s and Hutu´s, where the tutsi´s where supported by the Soviets and the Hutu´s by the Americans.
In the 70´ies the fled Tutsi killed 200000-250000 Hutu in Burundi, and no one in the world cared (same story like in Timor).
When the Soviet Union broke down the Tutsi got allied with the USA , which helped them (with weapons) to get back in power in Ruanda.
In 1993 the present president of Ruanda (Kagame) and former rebel leader (a tutsi) staged an assassination on the Hutu presidents of Ruanda and Burundi, cause he did not wanted to negotiate with the Hutu´s to end the 30-35 year old war.
The assassinationwas the trigger of the genozide, and KAgame knew that it would be the trigger.

Therefore he killed the highest political leaders of the Hutu´s to get rid of the Tutsi clans which stayed in Ruanda and were in his opinion not loyal enough to the Tutsi system of ruling, and to have a reason to invade Ruanda with the help of the U.S. (under Bill Clinton, who seems to be very popular among blacks in the U.S.) .
It were Blacks killing Blacks, not french killing blacks, o.k..
And the Tutsi were supported by the U.S. because they assured the U.S. to protect their interests in this (ressource-rich part of the world).

Now I rephrase the last part of my comment:
Kagame commanded his troops to shoot down the plane with the two presidents inside.
Because the Hutu (not french) reaction would be the killing of uncomfortable Tutsi clans (from the sight of Kagame) and this in turn would be the pretext to conquer Ruanda back from the hutu´s.
I don´t believe the accusations of the government of Ruanda towards France.

P.S. Ask yourself why the U.S. supported (and still supports) Kagame and why the U.N security council did not do anything to foreclose or stop this genozide.
Rwanda ain’t playing. They had to free themselves from genocide, and they have the strongest soundest military force in Africa. Currently they are the only militia protecting the refugees of the Darfur genocide occuring currently. They dont have the money or resources to even put themselves out there, but when they say never again they mean it!
